We want to be where people go to see if a problem is worth worrying about, to learn more about it, and to figure out how to fix it.

First we need to figure which problems to fix. We need to identify problems, we need to put them in context, research them, flesh out how big a problem it is (is it a global catastrophe, or just a bad hair day), try to figure out the root cause for the issue, lay out what metrics or studies could measure the issue (and hopefully show when it's getting better), and lay out what research or work still needs to be done to understand the issue.
Then we need to figure how to fix the issues. We need to lay out all the possible solutions, figure out how much time and money it will take, brainstorm other possible benefits to doing it, and weigh each solution on it's own merits.
Our goal is to be the repository for all the issues and solutions, and the one stop shop for people to collaborate and actually make the solutions a reality.
